Take a baking sheet. Cover it with foil, and then spray it with cooking spray.
Take a microwaveable bowl. Add the caramels and water in the ball.
Place in microwave and heat on high power for a minute, stirring after 30 seconds. Let it heat until the caramels melt completely, and continue to stir every 30 seconds.
Take another microwaveable bowl. Add the chocolate chips. Heat on high power for a minute, stirring after every 30 seconds. Let it heat until the chocolate chips melt completely, and continue to stir every 30 seconds.
Once done, stir in half the chopped Oreo Cookies.
Spread the mixture on the prepared baking sheet.
Drizzle half of the prepared caramel sauce over the cookie mixture on the baking sheet. Use a knife to swirl it gently.
Sprinkle the remaining chopped Oreo Cookies, drizzle the remaining caramel sauce, and finally, sprinkle the sea salt.
Freeze for 15 minutes or until firm.
Break it into small bite-size pieces. Oreo Salted-Caramel Bark is ready!
